Heavy Gunfire Reported At Koton-Karfe

Several reports of a jailbreak and heavy gunfire at the Nigeria Federal Prison in Koton-Karfe prison have surfaced this evening.
 
Reports of heavy gunfire in response to attempted jailbreak at Koton-Karfe prison this evening Sources allege that an escape attempt by prisoners is being heavily repelled by soldiers trying to restore order.

Court Stops PDP Lawmakers From Reconvening House Of Reps

A Federal High Court sitting in Abuja on Monday granted an injunction stopping lawmakers of the Peoples Democratic Party [PDP] from reconvening the House of Representatives from recess. Justice Ahmed Ramat Muhammed said the PDP legislators cannot take a decision to reconvene the House at least until Friday when the case would be heard.

Speaker Aminu Tambuwal Justice Muhammed ruled that all parties to the suit must maintain the status quo until Friday, November 7.
The ruling came after members of the APC in the House filed a motion on notice asking the court to stop the Federal Government, the PDP and their agents from reconvening the House until December 3.
Lawmakers of the APC, led by House Minority Leader, Femi Gbajabiamila, had gone to court after they suspected that PDP lawmakers were planning to reconvene the House in defiance of its leadership.
The Speaker, Aminu Tambuwal, had after defecting to the APC on October 28 adjourned the House to December 3.
In his ruling, Justice Muhammed also asked the Speaker of the House of Representatives, Aminu Tambuwal, and the APC to serve the defendants with the motion on notice and ordered the defendants to come and show cause why all the reliefs being sought should not be granted.
The APC had three days ago alleged that President Goodluck Jonathan was plotting, alongside PDP lawmakers, to reconvene the House in violation of laid down procedures.
“We reject this meddling in the affairs of the Legislature especially given the resolution of President Jonathan and his close advisers yesterday at their meeting to ask the Deputy Speaker Emeka Ihedioha to unlawfully reconvene the House before the adjourned date,” the party had said in a statement by its spokesperson, Lai Mohammed.
“May we remind President Goodluck Jonathan that under the House Rules, only a resolution by all principal officers of the House and not even the Speaker of the House can reconvene the House before the adjourned date not to talk of the Deputy Speaker.”
The spokesperson of the House, Zakari Mohammed, had on Sunday also said the lawmaking body cannot cut short its recess without the express approval of its speaker, Mr. Tambuwal.
PREMIUM TIMES and other media had reported moves by loyalists of President Goodluck Jonathan and the ruling Peoples Democratic Party, PDP, to reconvene the House before its scheduled resumption date of December 3.
An early resumption is reportedly being proposed to execute the removal of Mr. Tambuwal as Speaker of the PDP-majority House.
After Mr. Tambuwal defected to the opposition, his security details were controversially withdrawn.
In his statement, Mr. Mohammed, clarified the legal procedure to reconvene the House before December 3.

The House of Representatives adjourned sitting of its plenary on 28th of October to 3rd December 2014 to allow members of the House carry out pre Pre- Budget oversight activities in preparation for the 2015 Budget and also to meet the political calendar of all the political parties.
This adjournment was unanimously approved by all the Principal Officers of the House without dissent and the motion was moved by Mulikat- Adeola Akande, the Majority Leader .The Speaker, Aminu Waziri Tambuwal, CFR, approved with the Gavel.
There has been intense media focus on this adjournment and media inquiries on the appropriate procedure for re- convening of the House of Representatives from its Recess, if it becomes necessary. The following clarification has become imperative.
The procedure for reconvening or Re-Assembly of the House is contained in the House Standing Orders made pursuant to Section 60 of the 1999 Constitution of the Federal Republic of Nigeria, which empowers the House to regulate its own procedure, including the procedure for Summoning and Recess of the House.
Order V , Rule 18(2) of the Standing Orders of the House of Representatives provides as follows;
“Whenever the House stands adjourned either to a date fixed by Resolution or the Rules of the House, and it is represented by the Leaders of the Political Parties in the House to the Speaker that the public interest requires that the House should meet on an earlier or a later date or time than that on which it stands adjourned, the Speaker MAY give notice accordingly, and the House shall meet on the date and at the time stated in the notice.”
This means that the Leaders of all the political parties in the House especially the Majority and Minority Leaders respectively MUST consent before the representation is made to the Speaker who has a discretion to agree or not.

10496 Displaced Persons

A press statement released this morning has revealed that following Boko Haram's recent attacks on Mubi, 10, 496 people have been displaced, a figure recorded by the National Emergency Management Agency (NEMA) and Adamawa State Emergency Management Agency (ASEMA). 
 
Children internally displaced by Boko Haram The internally displaced persons now reside in five camps in Yola south and Fufore. The camps are in Dawarei, Girei, Malkwohi, Nyako Housing Estate, NYSC camp and COCIN Church. Five women also delivered children in two of these camps.
Adamawa State Governor, Bala James Ngilari, said the state government had sent vehicles for the evacuation of thousands of persons who were scattered in various locations around Mubi and those that ran into Cameroon to the established camps in Yola.

Following the recent attacks on Mubi town by Boko Haram insurgents, the National Emergency Management Agency (NEMA) and Adamawa State Emergency Management Agency (ASEMA) has recorded 10,496 internally displaced persons in five camps situated in Yola south and Fufore while more people are still pouring into the state capital.

Five women were safely delivered in the two of the IDP camps.

Leading a Special Team to the state, the Director of Relief and Rehabilitation of NEMA, Mr. Eugene Ezeh said that the agency had delivered adequate relief materials to all the established camps in the state and the new one would be provided with tents.

Receiving the NEMA team, the Adamawa State Governor, Bala Jame Ngilari, said that the state government had sent vehicles for the evacuation of thousands of displaced persons who were scattered in various locations around Mubi and those that ran into Cameroon  to the established camps in Yola.

He said “the tragedy has really stressed us, we require your intervention for both short and long term”.  He noted that the majority of the displaced persons live with their relatives in the host communities, while appealing to them to come forward and register so that they too could benefit from whatever is provided.
 
Also speaking at the occasion, the Minister of Women's affairs and Social Development, Hajiya Zainab Maina said President Goodluck Jonathan assigned her to assess the situation and assured them of his  continuous support up to the time when they would be  going back to their homes. She said the Federal Government has been doing everything possible to see the end of this insurgency.

The camps are in Dawarei, Girei, Malkwohi, Nyako Housing Estate, NYSC camp and COCIN Church. The  relief items provided at all the camps include drugs, rice, clothes, mattresses, maize, buckets, mats, soap, towel, cooking oil and sanitary items.

A bomb attack has reportedly occurred in Potiskum, Yobe state.

Witnesses say a suicide bomber targeting members of the Shiite group, Islamic Brotherhood of Nigeria, detonated his explosive vest, killing many instantly.
A resident of the town, Adamu Mohammed, told PREMIUM TIMES over the telephone that nearly 20 persons were killed and several others injured.
“My sister lost three of her sons in the blast,” he said.
The bombing took place at Faydia Islamic school, ran by the Shiite. It is located near the old market in Potiskum.
The bomber struck when members of the Shiite group were gathering to go on a procession to mark the Ashura day.
Ashura day is the tenth day of the month of Muharram, the new month of the Islamic calendar.
Shiite Muslims commemorate the day to mourn the death of Hasain Bn Ali, the grandson of Prophet Mohammed who was reportedly killed on that day.
As the faithful were about embarking on the procession, the bomber got into their midst and detonated his bomb, witnesses say.
Potiskum is the largest town outside Damaturu, the Yobe state capital.
Although, the town had witnessed several bomb and gun attacks from members of the Boko Haram sect in the past, it has of recent enjoyed relative peace.
That has now been punctured by today’s bombing.

Attack On Koton-Karfe Prison

Koton-Karfe prison in Kogi State, Nigeria, was again breached last night, in a two-hour attack which freed 144 of the 145 prisoners held there. Most of these prisoners were being detained for armed robbery and murder.

Details emerging from State Controller of Prisons today, Adams Omale, state that the prison was attacked by "external forces" between 9:30 p.m. and 10 p.m. on Sunday.
Omale told the press that following the attack 12 inmates were re-arrested or returned to Koton-Karfe. He also disclosed that one inmate was shot dead during the chaos.
Kogi State governor Idris Wada visited the prison on Monday, and was encouraged by Comptroller-General of the Nigeria Prisons Service, Aminu Suley, who also visited the scene, to work on reforming and decongesting prisons, an effort that would be key in preventing similar incidences.
While assuring residents of the state that the Kogi State government would work to secure the area, the governor was shocked at the condition of the prison, namely its lack of proper beds. He promised to provide better facilities for inmates. 
Wada also encouraged Minister of Interior Abba Moro to ensure new prison facilities under construction in the area were completed in promptly.

President Goodluck Jonathan and his men are panicked about the potential of former Nigeria military leader, Muhammadu Buhari, who is seen as a very serious threat to his presidential ambitions, SaharaReporters sources said at the weekend. The President and his political associates are particularly disturbed by the huge crowd that followed Buhari to declare his political intention at the rally of Governor Rotimi Amaechi in Port Harcourt.  The event attracted a massive crowd, with Buhari making an appearance.
The panic-stricken president is also reported to be asking the Minister of Defence, Aliyu Gusau, to join his slate as candidate for the vice-presidency.
Mr. Jonathan is known to have traveled to Germany in September, on his way back from the United Nations General Assembly in New York, to visit ailing former head of state, General Ibrahim Babangida.  He urged the former dictator to prevail on Gusau to accept the offer, but Gusau is said to be reticent about the proposal so far.
Jonathan is said to be extremely keen to have Gusau as his deputy to give him a good chance at the getting northern votes to counter Buhari’s popularity there. His current deputy, Namadi Sambo, is held as having no political weight anywhere in the North.
In the likelihood of Gusau turning down the offer, Mr. Jonathan and his political associates are said to be prepared to sacrifice the North to Boko Haram militants as a way of reducing the impact of the Northern vote in the election.  Already, the sect controls large swathes of territory in Borno, Adamawa and Yobe States.  Worse still, military commanders are fleeing from battlefronts in droves, in some cases enabling the Islamist militants to capture strategic cities and towns without resistance.
During a media chat in Nigeria in February 2014, Jonathan had betrayed his emotions in responding to the governor of Borno State, Kashim Shettima, by saying, “I will pull them (soldiers) out for one month whether he will stay in his Government House”.  Several political and military analysts now say that the practice of soldiers deserting the warfront might be related to President Jonathan’s political strategy to neutralize the north during the 2014 elections.
Apart from seeking a more influential vice-president to enable him penetrate the North, Mr. Jonathan is also reaching out to several members of the All Progressives Congress (APC) to get the party to drop Buhari as its presidential candidate in favor of “younger blood”.
To the surprise of many, Jonathan and his political supporters are said to favor the emergence of the speaker of the House of Representatives, Aminu Tambuwal as APC candidate for the presidency. Several sources told Saharareporters that the hype about the removal of the Speaker might be deliberately designed to make him popular so as to catch the attention of the public as a viable alternative to the dreaded Buhari, who Mr. Jonathan and his political associates feel will be difficult to defeat in 2015.
Security sources across the country believe that it will be difficult to manage the uprising that would greet the election if Buhari is rigged out of power, especially in the North. To that effect, several northern traditional rulers and politicians are said to be too scared to even commit to a full-hearted support for Mr. Jonathan in the North because they fear reprisals after the elections.  Jonathan’s camp is of the opinion that if Tambuwal is chosen as the APC candidate, he can be rigged out without consequence.
A presidency source told SaharaReporters that the same tactic was used to scuttle the possible loss of Adamawa by the People’s Democratic Party (PDP) recently.  The source said the legal victory of Barrister Bala James Ngilari was arranged by the presidency to forestall the loss by the party in the gubernatorial election as Adamawa voters favoured the APC candidate.
Several APC leaders told SaharaReporters that the party has silently decided not to give it Presidential ticket to a former PDP person hence the decision to stick with Buhari whom they feel will give them an edge in garnering the Northern vote. They said that as things stand now, while they are not only hopeful of a majority of the votes in the North, they are also certain about sizable voting blocks in Rivers and Bayelsa States.

The embattled Speaker of the House of Representatives, Aminu Tambuwal, today was ushered into the National Assembly Complex Abuja with an unprecedented ovation and cheers by the members of House of Representatives during his surprise appearance at a one-day public hearing on a bill intended to repeal the Audit Act of 1956 and enact the Audit Act of 2014.

Tambuwal drove himself to the National Assembly Complex without any escort or security detail accompanying him. Last week, the Nigerian Police redeployed the security personnel attached to the office of the Speaker, citing Section 68 (1) (g) of the 1999 Constitution of the Federal Republic of Nigeria as amended, following the defection of Tambuwal from the ruling Peoples Democratic Party (PDP) to the principal opposition party, All Progressives Congress (APC).
Tambuwal was received by the Chairman of the House Committee on Public Accounts, Solomon Adeola Olamilekan, in the company of other members of the committee and stakeholders. He was applauded by members of this group for his courage and perseverance despite the apparent victimization and persecution by the police and the Presidency over his defection to the All Progressives Congress (APC).
The situation, and plans by the ruling party to reconvene the House without Tambuwal, compelled members of the All Progressives Congress House of Representatives caucus to file a suit at the Federal High Court, Abuja. The court granted an injunction restraining the PDP from reconvening the House just as it maintained that the power to reconvene the House rest with the Speaker. The House is expected to reconvene on 3rd December 2014.

THE OPENING ADDRESS BY THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AT THE PUBLIC HEARING ON THE OFFICE OF THE AUDITOR GENERAL FOR THE FEDERATION BILL, 2014 (HB 732) HELD ON TUESDAY 4™ NOVEMBER, 2014 AT THE CONFERENCE ROOM 028, NATIONAL ASSEMBLY COMPLEX, ABUJA.

It is my pleasure to formally welcome you all to the National Assembly. I commend you for finding time out of your busy schedules to honour our invitations to participate in this public hearing on "A bill for an Act for the establishment of the Office of the Auditor General for the Federation, Audit Service Commission, Additional Powers and Functions of Auditor General for Matters connected therewith"'.
This public hearing is organized primarily for two reasons:
1. To provide a platform for you members of the public to make your inputs on the bill, and
2. To allow we Parliamentarians to gather information that may form our inputs on the bill.
As parliamentarians, it is our constitutional mandate to make laws for the peace and the good governance of the country. The legal mandate to make law does not necessarily guaranty the making of good laws. For Parliament to enact good laws, it is necessary for Parliament to consult with all the stakeholders, relevant experts and the general public. Besides, it is not enough for us as Parliamentarians to follow the constitutional procedures and processes of enacting laws. As the peoples' representatives, it is necessary that laws enacted by the National Assembly are not only valid but legitimate as well. It is the general acceptance by you the members of the public of the laws enacted by us that confer the status of the legitimacy on such laws. This aspect of law making cannot be ignored by any responsible Parliament. As we gather here, we may differ in opinions and background but we share something in common, that is how to make the bill before us a law that will not only be effective now but will withstand the test of time. Without pre-empting you, let me guide you by asking the following questions:
•       Is the purpose of this bill clearly defined?
•       Is the provision of the bill consistent with its purpose?
•       Is the purpose and provisions of the bill consistent with the 1999
Constitution or our international obligations?
•       Is the subject matter of the bill within the purview of the legislative competence of the National Assembly?
•       Is the language and drafting style of the bill clear and comprehensible to the ordinary man on the street?
•       Is it feasible to implement the provisions of this bill?
•       Is the bill acceptable to the public?
•       Is the bill in line with the international best practices?
These questions do not exhaust the issues but I am sure if you can provide answers to these questions at this public hearing, then the bill before us shall become a valid and legitimate law.
Ladies and gentlemen at this point I will like to formally-declare this public hearing open.

A senior presidential aide, Doyin Okupe, on Tuesday in Abuja condemned a bigwig of the All Progressives Congress (APC), Alhaji Atiku Abubakar, for his recent comments on insecurity in the Northeast, alleging that some past utterances of the former Vice-President contributed the escalation of the insurgency. Dr. Okupe, the Senior Special Assistant to President Goodluck Jonathan  on Public Affairs made the remark during the second day of PUBLIC AFFAIRS FORUM, organised by his office to enable Ministers give account of their stewardship to members of civil society organisations, professional groups and artisans.

Referring to a statement by Atiku at the Northern stakeholders Forum in 2010 that “those who make peaceful change impossible will make violent change inevitable,” Okupe said it was unfortunate that those who desperately stoked the fire of insurgency are now laying the blame on the shoulders of a government that is working hard to put it out.

He described it as a mark of unpatriotism for Atiku to talk down on the military, which he hopes to lead if elected President of the Federal Republic.

Okupe said the former Vice President was not known to have taken any hard position on terrorists and terrorism in the past and shouldn't expect to gain any political mileage from the unfortunate killings and kidnappings in some parts of the North by presenting himself as being on the side of the victims of the insurgency.

He advised the APC presidential aspirant to learn from political leaders in other climes who drop the toga of partisanship in moments of national crisis by supporting their government to raise the hope of citizens and defeat enemies of civilization.

Okupe said that the President will not be distracted by negative comments from Atiku and a few others whose only concern is politics rather than nation.  Jonathan, he stressed, will continue to work assiduously with security chiefs and community stakeholders to restore peace to Northern Nigeria in the shortest possible time.

At Least A Million Euros Bribe From Siemens -

President Goodluck Jonathan’s choice for reelection campaign director, Bello Haliru Mohammed, a former minister and once an acting head of the ruling Peoples Democratic Party, is a confirmed bribe taker, indicted by a German court in 2007, PREMIUM TIMES can report today.
Mr. Mohammed, named Thursday to oversee Mr. Jonathan’s declaration and campaign for re-election, in a potentially tense political battle likely to pitch him against either former head of state, Muhammadu Buhari, or former Vice President Atiku Abubakar.

The presidency has said Mr. Jonathan will pick his nomination form shortly and will formally declare a long-expected candidacy for the 2015 election, at a grand event early November.
That event will be overseen by an expansive Presidential Declaration Committee led by Mr. Mohammed, supported by a former senate president, Ken Nnamani, the Secretary to the Government of the Federation, Anyim Pius, and the president’s political adviser, Rufa’i Alkali.
Dozens of others drawn from the PDP, the National Assembly, the Executive Council of the Federation, and the PDP Governors’ Forum, are also members of the team.
But Mr. Mohammed’s appointment has revived a mind-boggling bribery case for which he and other senior officials of the Olusegun Obasanjo administration were indicted of by a German court in 2007.
In its October 4, 2007 ruling against Siemen AG, the Munich State Court named Mr. Mohammed as one of the recipients of 77 hefty bribes paid by Siemen officials in three countries- Nigeria, Russia and Libya.
The indictment, published in November 2007 by the United States-based Wall Street Journal, listed Mr. Mohammed, who at the time was the Minister for Communications as having received millions of Euros in bribes, alongside other Nigerian cabinet members, to allow the German Conglomerate a piece of the Nigerian telecoms market.
In all, the company paid more than 10 million euros to Mr. Mohammed, former telecommunications ministers, Tajudeen Olarewaju, Cornelius Adebayo and Haruna Elewi, as well as an unnamed Senator, an unnamed immigration officer, and the PDP, the court said.

Mr. Mohammed was appointed Nigerian minister of Communications in June 2001 by President Olusegun Obasanjo, replacing Mohammed Arzika.
He was appointed at a time the government was planning to privatise moribund state company, Nigerian Telecommunications Limited, NITEL. The court said as minister, Mr. Mohammed received 550,000 euros in kickback in July 2002 and another 150,000 euros in August 2003.
The court said Nigerian ministers under the Obasanjo government also received unspecified sums of money for the ruling PDP.
“According to the Munich court ruling, Edward Seidel, who headed Siemens’ operations in Nigeria earlier this decade, helped deliver many of the bribes to the final recipients,” the Wall Street Journal reported at the time.
“In August (2003), according to the (Munich) court, Mr Siekaczek and Mr Siedel funnelled a 150,000 euros bribe to Mr. (Bello) Mohammed, following a 550,000 euros payment the year before when he was still the Nigerian telecommunications minister,” the paper reported.
“The Munich court estimated that the roughly 12million euros bribes in Nigeria, Russia and Libya produced at least 200 million euros in ‘unlawful economic advantages’ for Siemens,” according to the paper.
Reinhard Siekaczek, a top Siemens Manager, also coordinated the large scale illicit payment, the Munich court said.
Siemens, at the time, accepted responsibility for the misconduct of Mr. Siekaczek and agreed to pay 210 million euros in fines to the German government.
While Mr. Siekaczek was indicted, German prosecutors said they would not pursue action against non-German citizens who were identified as recipients of the bribes, leaving them to be sanctioned by their own governments.
But for more than seven years, Mr. Mohammed, and other recipients of the bribes, have escaped justice with two investigations by the Nigerian authorities yielding no indictments.
The former minister has instead been rewarded with choice appointments, serving as acting chairman of the ruling party, PDP and later as Nigeria’s defence minister.
The Independent Corrupt Practices and Other Related Offences Commission, ICPC, launched an investigation following the ruling of the German court, but punished no one despite former President Umaru Yar’adua famously vowing that “… there will neither be sacred cows nor a cover up for anybody found culpable of breaching the law”.
Separately, the Economic and Financial Crimes Commission, EFCC, investigated the scandal but failed to prosecute the main culprits amid claims the former minister admitted receiving the payments. Mr. Mohammed was later elected the deputy chairman of PDP, before being appointed the defence minister by President Goodluck Jonathan between 2011 and 2012.
On the website of PDP, no mention is made of the bribery scandal in Mr. Mohammed’s profile.
The party merely narrates its former chairman’s career dating before and after he joined the Nigerian Customs Service, where he rose to the rank of Comptroller General and retired in 1995.
After his retirement from service, he was appointed Commissioner, Revenue Mobilization Allocation and Fiscal Commission in 1999 from where he became minister.
He later became National Vice Chairman of the PDP, North West Zone. In March 2008, he became Deputy National Chairman of the Party and Acting National Chairman in 2010.
It is unclear whether Mr. Jonathan is aware of corruption allegation against Mr. Mohammed. But the President is not known for any vigorous war against corruption. He famously recently said reports of corruption in Nigeria were exaggerated.
He is also not known for firing officials indicted for corruption.

All APC Presidential Aspirants Are Better

Former Vice President, Atiku Abubakar, on Tuesday, gave a damning assessment of President Goodlcuk Jonathan leadership qualities, saying all the presidential aspirants on the platform of the All Progressives Congress, APC, are far better than the president.
“Any of the APC aspirants is better than Jonathan; whoever wins the party primary is better than President Jonathan,” Mr. Abubakar said in Minna, Niger State at the public declaration of the founder of Leadership newspaper, Sam Nda-Isaiah for the presidential race.
Atiku Abubakar Describing Mr. Nda-Isaiah as a “personal friend,” the former vice president, who is also a presidential aspirant on the APC ticket, disclosed that he and the other four aspirants had agreed to back whoever emerges as the flag bearer during the primary election in other to terminate the Jonathan administration.
He added, “We are united. We have resolved to support whoever emerges.
We are not fighting each other, that is why I am here today. Our target is to rescue the country from the misrule of the PDP.”
Mr. Abubakar lamented the state of the nation under the PDP, saying that it had been grounded to a halt.
He said, “It is a known fact that we don’t have functioning hospitals, no good schools for our children, no electricity and no good road, that is why we must change the PDP government and rescue the country from further harm”.
He asked the APC faithful, particularly those vying for elective positions to return to their wards and constituencies to engender change.
Also speaking at the event, the governor of Rivers State, Chibuike Amaechi, asked the members of the party to be ready to work hard in other to achieve the desired change.
He stated that Mr. Jonathan and the PDP are not only desperate, but would resist the change the APC was yearning for.
“If you think President and the PDP will just leave office, you are joking,” he said. “We all have to ensure that we work and vote them out. We should be ready to demand and ensure the change, even at a point of death.”
Mr. Amaechi, who is the chairman of the Nigeria Governors’ Forum, NGF, further stated that the president and the PDP were already manifesting their desperation to hold on to power by the manner the security details to the Speaker of the House of Representatives, Aminu Tambuwal, were withdrawn.
He also lamented the manner the PDP was using the police and the State Security Service, SSS, saying their actions had given them out as appendages of the party.
“It is a known fact that it is only the National Assembly and the Court that can determine who is the Speaker and not the Police and SSS, so we must all rise and vote the PDP out,” the governor said.

I Knew Babangida Was Planning

Buhari became head of state on December 31, 1983 after the military overthrew the elected government of Shehu Shagari.
But on August 27, 1985, Buhari himself was overthrown by Babangida, his chief of army staff and key actor in the 1983 coup.
Buhari, a retired major general and presidential aspirant on the platform of All Progressives Congress (APC), told TheCable: "It is true that I learnt he was planning a coup against me. And I sat and discussed it with him in my office.
"He brought the news that he went to Kano and people complained that I pulled a pistol during a council meeting. I said Ibro ─ I called him Ibro because I was just senior to him by a few months ─ I said whoever wants to sit on this chair let him come and sit here. And he decided to do it."
Reminded that the punishment for coup making was death and he could have put Babangida on trial, Buhari replied: "Yes. Remember how many people he killed subsequently for trying to overthrow him? But when I came in, there was no bloodshed. I think a couple of policemen were killed and [Brigadier Ibrahim] Bako also died in an ambush.
"But deliberately, nobody was killed. I was in the front, the real front in the Nigerian civil war. I had seen enough of death and I know what God means by human life. Any human being, God values their life. And anybody who hopes to meet God, he should be careful about killing.
"When there is law and due process of law took place, the question is clear. Like the cocaine convicts that were executed, the decision was taken in supreme military council."

TheCable: People say that you were not really involved in the coup that overthrew Shehu Shagari but you only happened to have been made head of state. But we also heard that Alhaji Umaru Dikko, then minister of transport, felt you were a threat and asked that you be watched. How true are these reports?
Buhari: General David Jemibewon is still alive. He was the adjutant-general of the army at that time. When I came back from the War College in the United States, I was posted to Ikeja and I was made the GOC of the fourth division. I think I lasted for about four to six months there because some people in Shagari’s government said I was too dangerous to be kept around. So I was sent to Ibadan to command second division. I lasted about six months there.  Again, I was posted to Jos to command the third armoured division. Then Jemibewon said to me, Buhari, the way they are moving you, your next posting will be to Daura (Buhari's home town in Katsina state). I had a good laugh. I will never forget. It was during the chief of army staff conference.
TheCable: How much did you know about the 1983 coup?
Buhari: I am working on my memoirs... (But) I have something to say now about the way we treat our military officers who really served this country. Along the line we have gone through so much, those of us in my generation. We served under people like Generals Shuwa, Adekunle, Murtala, Danjuma. I think these people have sacrificed so much. I think Nigeria should really honour them. When I went to greet the family of (Benjamin) Adekunle after his death, and I saw that he was living in a glorified boys quarters, I was very sorry for this country. I felt sorry for this country. What type of people are we? For him to finish up like that, I was very sorry for this country. Unless people believe in God, I think they will forsake this country.
TheCable: Alhaji Umaru Dikko is dead now. There was an attempt to smuggle him into the country from the UK to Nigeria. Your government was suspected as the brain behind it but you denied it then. Can the information be declassified now?
Buhari: No. (General laughter). I'm surprised that I am making you laugh. It is classified and it remains so.

TheCable: But when he eventually overthrew you, didn’t you regret that you should have taken action when you heard that he was planning against you?
Buhari: Taking action pre-empting and jailing or killing people does not solve the problem. But let people honestly ask now, as you said, those who are bothered about Nigeria, let them ask now: what did I attempt to do for the time Babangida and his group allowed me to stay and what did they do in his eight years in office? I told you about the naira and the dollar, and the IMF programme. What did they do? They wanted to impress the world? The naira was devalued by about 122 percent. We have never recovered. Go and ask any economist. When you devalue a currency, it can never recover. Some of the politicians that were jailed for corruption, they were released and their loot was returned to them by Babangida. So it’s a big joke. That means I was there then before my time.
TheCable: Having been a military ruler who overthrew a democratic government, how did you now come around to subscribe to democracy?
Buhari: At the risk of sounding like a broken gramophone record, I will tell the story again. After I came out of detention and went home in December 1988... then in 1989, 1990, 1991, the Soviet Union collapsed and that had a terrific impact on me. People were coming to me for advice. Thank God, they did not come to me to ask for money because they knew I had no money. I declared my assets as many times as I occupied political office because that was the law. And when I left I declared my assets.  All those of us, our generation, from Obasanjo downward, if the country is serious about questioning them on how they acquired what have, it is easy because by law you have to declare your assets before office and after you leave office. But because it is so convenient to ignore the and accumulate wealth, that is what the big men and big women are doing.
Now, when the Soviet Union collapsed I realised that there was something right about multi-party democracy. I believe it was superior. But then how can we get it done in Nigeria? That was what eventually took me to partisan politics. And why did I leave the ANPP and form CPC? Why was I active in the merging of the opposition to become APC? It is all about strengthening our democracy and stabilising the system. I don’t like any person to see me as an impulsive person. I deliberately take decisions for my actions. That it is why when ANPP gave me the presidential ticket in 2003 and 2007, I went into the field, did my best but unfortunately we didn’t achieve success. But then while we were in court the party’s leadership took two marginal ministerial positions in the government of the late Umaru Yar'Adua. The party chairman said his son was taking up an appointment as special adviser while we were still in court.
Since 2005, we discovered that none of the opposition parties could face the PDP. The PDP has become so amorphous and it didn’t care about the opposition. If you see what happened to our members during elections... the killings, the burning. We realised we had to come together to face the PDP. This is the best way I think we can stabilise the system. When we stabilise the system impunity will not be acceptable. That is why we formed the APC. We need multi-party democracy to stabilise the system.
TheCable: What does a typical day in your life look like these days?
Buhari: Firstly, as you know, normally the practising Muslims have to wake up about five in the morning and pray. And I am an avid listener of the Voice of America and the BBC, Hausa service. This is because over the years I have discovered that they have been very, very helpful in educating the mostly illiterate Hausa-speaking populace. From Agadez or even from Tripoli down almost to South Africa, and from Senegal to Central Africa Republic, there is large body of Hausa-speaking communities, not necessarily Nigerian or Hausa, but those who speak the language because of trading over the centuries.
I found out VOA and BBC commentaries on politics and economics very good. They help to educate people. And they allow people to discuss, express different opinions and they interpret it, and I find that very helpful. And it is very current for Nigerian politics for that audience. I listen to that, and then I try to rest again. And then by 10am I have my breakfast, and go to the office or stay in the house if I choose to work without any interference. Otherwise, I go to the office and try to attend to official duties if I have appointments. About 4pm and 5pm I come back home, and mostly up to 10 in the night I will be with people discussing things.
These days, it is very difficult. This time scheduling is too tight. Sometimes I wish I had more than 24 hours to keep up with the demands of meeting people. Again, Nigerian politics, especially this time around, is the main issue. It is keeping me extremely busy. I go to bed nothing earlier than half past 11pm. I wish I could observe siestas. Sometimes I do. If I can escape from the office by 3:30 pm.

Maiduguri Firing To Scare Boko Haram

Some residents of the uneasy northeastern Nigerian city of Maiduguri said they were in panic mode after hearing sustained shooting that emanated from two military barracks there. Several sources told SaharaReporters that there were prolonged bouts of shooting from Giwa and Maimalari barracks in Maiduguri. Troops advancing to retake Damboa A military source confirmed the shooting, but denied that they had to do with attacks by the Islamist insurgency group, Boko Haram. Instead, the military officer said the shooting was meant to scare away Boko Haram militants. 
Boko Haram fighters had long set their sights on capturing Maiduguri, the capital of Borno State and the location where the group was originally founded by Abubakar Yusuf who was slain in 2009 after being captured by Nigerian security agents.
Several residents who spoke to our correspondent said they were scared when they were startled awake by sounds of gunshots and rocket-propelled grenades fired by Nigerian troops.
Residents of the city were already terrified following a statement by Governor Kashim Shettima who declared that Islamist militants were aiming to invade and seize Maiduguri following their military successes in Adamawa State.
Our military source explained that the shooting was preemptive and aimed at discouraging the Islamist fighters from contemplating an attack on Maiduguri.
“Our troops are more than capable of defending Maiduguri,” said the officer, adding that residents should go about their business without fear.
Quoting military sources, SaharaReporters had recently reported that the insurgents were planning to attack capture several important cities and towns across northeastern Nigeria.
The Islamist group has recently seized the town of Mubi, bombed a bus station in Gombe, suicide bombed a procession in Potiskum, and broken into a federal prison to free prisoners in Kogi State.

Jonathan Support Group Over Fabricated Report

Nobel Laureate Wole Soyinka has strongly denounced one of the groups campaigning for President Goodluck Jonathan’s reelection for attributing a fabricated report to him. The offensive report, published online by the Jonathan group, was titled, “The North Must Stop Bombing Nigeria & Blaming Jonathan – Prof. Wole Soyinka”.  Prof. Wole Soyinka
The report quoted the Nobel laureate as stating, “If the United States citizens decide to be bombing the USA everyday and ready to die, there is nothing Obama can do about it. The only thing he can do is to urge citizens to report bad people. If citizens refuse to report evil people then there is nothing anyone can do. The only thing he can do is to urge citizens to report bad people. If citizens refuse to report evil people then there is nothing anyone can do.”  
The fabricated report, which is full of grammatical errors, continued: “Here in the USA in Chicago to be precise more than 10 people are killed everyday and that’s the same thing. I am only worried that this is Abuja.
President Jonathan’s support group further credited the professor with stating, “There are people in power in certain parts of the country, leaders, who quite genuinely and authoritatively hate and cannot tolerate any religion outside their own. When you combine that with the ambitions of a number of people who believe they are divinely endowed to rule the country and who believe that their religion is above whatever else binds the entire nation together, and somehow the power appears to slip from their hands, then they resort to the most extreme measures. Youths who have been indoctrinated right from infancy can be used, and who have been used, again and again to create mayhem in the country. Those who have created this faceless army have lost control.”
In a reaction obtained by SaharaReporters, an obviously outraged Professor Soyinka described the attempt by the “Goodluck Support Network” to link him to the spurious report as “unscrupulous, disgusting and cowardly.” 
He also stated that the group must be truly desperate to resort to despicable tactics of fabrication.
“This is an unscrupulous, disgusting and cowardly fabrication,” said Professor Soyinka, adding, ‘“The Goodluck Support Network’ must be truly desperate to resort to such despicable tactics.”
Campaign groups close to President Jonathan have notoriously cloned websites, including SaharaReporters.com, and attributed a series of false statements to various people in a bid to whip up sentiments against the president’s political opponents or to portray the president as the victim of a vast conspiracy by northern political groups.

Headquarters Orders Fleeing Soldiers To Retake Mubi

Some 24 hours after Nigerian soldiers from the 234 battalion fled Mubi, Adamawa State as Islamist fighters advanced, the Defense Headquarters in Abuja has ordered the troops to return and retake the town from the militants. SaharaReporters was first to report yesterday that Islamist terrorists fighting under the banner of Boko Haram had captured the strategically important town of Mubi from Nigerian troops who were so overwhelmed by the insurgents’ firepower that they abandoned their barracks and weaponry as they fled.
A military source in Abuja told SaharaReporters this morning that the embarrassing retreat had infuriated the Chief of Defense Staff, Alex Badeh, whose hometown, Vimtim, is now less than 15 miles from the location of the insurgents. Some Nigerian troops seen in Song in Adamawa earlier today
Yesterday’s daring attack by the Boko Haram militants marked the first time in more than two months that the insurgents were able to send Nigerian soldiers fleeing. Before yesterday’s attack, Nigerian troops had scored a series of decisive triumphs over the insurgents, killing hundreds of them, capturing their weaponry and vehicles, and repelling their attempts to grab more territory in Adamawa or Borno States.
But military sources confirmed to us yesterday that Boko Haram militants were able to sweep into Mubi yesterday with little or no resistance from Nigerian troops based in the town. Newspaper accounts disclose that the militants have since bombed a prison yard and a major police facility in the town.
Our military sources said the insurgents had taken over the headquarters of the former Special Operations Battalion (SOB) now known as the 234 Battalion. One source said military authorities in Abuja were particularly nervous about the insurgents’ capture of the barracks because the retreating soldiers left behind a huge cache of sophisticated weapons kept at the armory in Mubi. “With the weapons in their possession, these militants can pose a serious threat to many other parts of the state and beyond,” a military officer told SaharaReporters.
One of our sources at Defense headquarters disclosed that some 300 soldiers who fled yesterday have now been ordered to converge at Song, a small township directly commanded by Brigadier Agbarefe, the Brigade Commander from the 213 Brigade in Yola. The troops are backed by two armored tanks and a few anti-personnel carriers (APCs) as they await final orders to march on Mubi to confront the insurgents and try to dislodge them.
Our source added that there was no aerial cover planned for the moment, but that the troops would proceed regardless.
The troops will be without their commanders, Lieutenant Colonel A. Agu and a platoon commander, who were both injured yesterday when the pick up van they were fleeing in somersaulted several times.
Several soldiers in the battalion said morale was low, adding that their equipment were hardly adequate for the assignment to flush out the insurgents from Mubi. 
However, a military source in Abuja denied the depiction of troop morale and equipment, insisting that the soldiers were well prepared and adequately armed to carry out the order to recapture Mubi. He said an additional brigade had been mobilized to provide additional firepower.

Reacting to reports that Boko Haram men attacked and ceased his home town, Mubi in Adamawa state, the Chief of Defence staff, Air Marshal Alex Badeh, said an attack on his village does not mean the military is helpless. He said its immaterial if it was his hometown that was attacked as the attack could have been on any other part of Nigeria and it would still have affected him as Security Chief.

Mr Badeh made this remark while speaking to newsmen after the National Council of state meeting at the Presidential villa in Abuja yesterday.
"How can Nigeria be helpless? If the CDS loses his hometown, its the same thing as losing Lagos, its the same thing as losing Enugu. Any part of Nigeria that is lost, CDS carries the weight. So its immaterial, whether its my hometown or my house that is burnt or Emeka's house, or whoever's house that is burnt in Nigeria, the CDS is pained".

Nigerian House Speaker Tambuwal Stripped

A day after Speaker of the House of Representatives, Aminu Waziri Tambuwal, formally announced his defection to the All Progressives Congress (APC), his security aides have been withdrawn reportedly on the orders of President Goodluck Jonathan, SaharaReporters has learned.

Mr. Tambuwal was excitedly welcomed on Wednesday after the conclusion of the APC's extraordinary national convention in Abuja. But a source close to the speaker alleged that the Presidency was so rattled by the reception accorded to Mr. Tambuwal that a decision was made to remove the speaker’s police and intelligence security.

As Nigeria’s 4th citizen in the hierarchy of protocol, the Speaker is entitled to high-level security protection usually made up of officers from the police, civil defense corps, and the Department of State Security (SSS). The security agents jointly provide around-the-clock security to the Speaker and his immediate family.
According to our source, “Early this morning, a few minutes after midnight to be precise, a top-level security report informed the Speaker that orders had been given for the withdrawal of his security details. He was also told that a court in Abuja would enter a verdict against him on Wednesday or Thursday. The ironic thing here is, why not wait for the verdict before any action is taken?”

Efforts to get the speaker’s direct reaction have so far failed. Calls and text messages sent to his spokesperson, Imam Imam, remained unanswered.
